The main focus of the Programme for International Student Assessment (PISA) financial literacy assessment is on measuring the proficiency of 15-year-old students in demonstrating and applying the knowledge and skill that they have learned in and out of school. Like other PISA domains, financial literacy is assessed using an instrument designed to provide data that are valid, reliable and interpretable. Mathematics is central in school curricula around the world, yet outcomes are mixed at best. This is true both in relation to attitudes expressed towards mathematics, and in relation to observed assessment outcomes, showing how poorly individuals are prepared to use mathematics in a world in which the ability to do so is of increasing importance. Why? This essay uses some mathematics outcomes from the Programme for International Student Assessment (PISA) 2012 to seek explanations and possible ways forward. Pundits and bureaucrats use the results from international tests, particularly the PISA (Programme for International Student Assessment), to make claims about the quality of the public education system in the United States and make policy recommendations. In this article I argue, with evidence, that the scores and rankings from PISA are not important and that they cannot give policy makers or educators meaningful insights into student preparedness for the global economy.

While rotated test booklets have been employed in large-scale assessments to increase the content coverage of the assessments, rotation has not yet been applied to the context questionnaires administered to respondents. Methods: This paper describes the development of a methodology that uses rotated context questionnaires in conjunction with multilevel item response models and plausible values. In order to examine the impact of this methodology on the continuity of the results, PISA 2006 data for nine heterogeneous countries were rescaled after having been restructured to simulate the outcomes of the use of different rotated context questionnaire designs.
