This research seeks to explore the interpretation and application of Participatory Monitoring and Evaluation (PM&E) in the context of Educational Empowerment by analyzing insights gathered from multiple stakeholder groups in four cities of Pakistan, Islamabad, Lahore, Quetta, and Peshawar. Analysis of the findings reveals nuances of PM&E, including “Equality and Equity, Respect and Tolerance” (pg. 58-61) that limit the potential of this transdisciplinary empowerment process. This paper demonstrates why identity-oriented community college study abroad programs are more accessible for the diverse student populations that attend these institutions. It does this with a case study, a demographic analysis, and the theoretical support of The Experiential Learning Cycle (ELC) and Universal Design for Learning (UDL). The orphans and vulnerable children of northern Tanzania are offered a unique opportunity of education if selected to attend Peace House Secondary School. The school selects the most needy of this ostracized demographic and offers high quality education by focusing on student-centered techniques.

This study investigates the expectations between students and teachers using ethnographic methods carried out in 2010 and 2011, including student-wide survey, classroom observations and interviews with both teachers and students. Student perspective was intentionally of particular focus in data collection.
