Cultural, religious and ethnic divisions are nothing new to the Slavic people of the southwest Balkans. The region once known as Yugoslavia has experienced periods of assimilation and peaceful coexistence as well as ethnic hatred and aggression. In recent years, the majority of this has been concentrated inside Serbia, the nucleus of the former Yugoslavia. While it may appear that Serbia has overcome the ethnic hatred that has plagued its social and political culture, there continues to be ethnic discrimination in both the social sphere and government institutions. From Quilombo To Bairro: The Maintenance Of A Permanent Afro-Brazilian Underclass, Calisha Myers

Inequalities in access to education, as a result of institutionalized racism and social exclusion, are contributing to the maintenance of a permanent Afro-Brazilian underclass. Beiru, a community that sits on the periphery of Salvador, Bahia is an example of what the results of this physical and social marginalization is doing to Afro-Brazilian communities all over the Northeast. The historical evolution of education and impact of its inequalities have not been televised. The world is more often exposed to “overcomology” —society’s assertion that oppressed peoples or so-called minorities have overcome past injustices and are now able to access the same educational opportunities as so-called majority groups. This paper provides a Gil Scott-Heron-esque review of the effects of inequalities on this key social institution.

The Implications Of Changing Educational And Family Circumstances For Children's Grade Progression In Rural Pakistan: 1997-2004, Cynthia B. Lloyd, Cem Mete, Monica J. Grant

This Population Council working paper assesses the effects of primary school characteristics, household characteristics, and recent household economic and demographic shocks on school dropout rates during the first eight grades in rural Punjab and North West Frontier Province, Pakistan. While grade retention has improved over the past six years, dropout rates for girls remain fairly high, particularly at the end of primary school (grade five). The results of this study show clearly the complementary nature of supply and demand factors in determining grade progression in rural Pakistan, particularly for girls. Multiple Disadvantages Of Mayan Females: The Effects Of Gender, Ethnicity, Poverty, And Residence On Education In Guatemala, Kelly Hallman, Sara Peracca, Jennifer Catino, Marta Julia Ruiz

Although access to primary education in Guatemala has increased in recent years, particularly in rural areas, levels of educational attainment and literacy remain among the lowest in Latin America. Inequalities in school access and grade attainment linked to ethnicity, gender, poverty, and residence remain. Age trends show that Mayan females are the least likely to ever enroll, and, if they do enroll, start school the latest and drop out earliest. Innovative programs for girls that combine instruction with social interaction in safe local community spaces may increase their educational attainment and their social networks and means of social support. This paper considers the challenges ahead after having assessed what determined the outcome of the referendum in April 2004 and the balance of forces as they emerge in the Parliamentary elections of 2006. In spite of the generally sound claims that globalisation shifts decision-making away from nation-states, particularly weak and small states to networks beyond the nation-state, in the case of Cyprus what we have for the first time paradoxically is the “fate” of Cyprus primarily in the hands of Cypriots themselves. This chapter discusses the context that has transformed Cyprus from an emigration to an immigration country. It examines public discourse, the legal status, and the social position of migrants and asylum-seekers. This is exposed against the historical and political backdrop of Cyprus, dominated by the ‘national’ problem, which keeps the island divided.
