It is just a week after the conclusion of a day and a half semi-annual Core Committee meeting as I write this message. I'm drawn to reflect again on the values that make POD something special for me. Core Committee meetings provide the grist. In particular, my thoughts swarm around the kind of decisionmaking process we've agreed to observe. Instead of opting for majority rule, or expert dominance, or some such crystalline process, we opted for the consensus model. I said my thoughts swarm. POD Quarterly is a publication of the Professional and Organizational Development (POD) Network in Higher Education. POD is an association of people bound together by an interest in improving higher education through faculty, instructional, and organizational development activities and programs. The Network was created in 1976 so that those who share common interests and concerns could exchange information, ideas, and resources; enhance professional skills; debate issues and strategies; and contemplate and plan for the future. The POD Quarterly is designed to further those aims through refereed articles about professional, organizational, and instructional development practice and research. It will also include …

Focusing Faculty Development: Targeting, John Sharpham, Lanny Morreau

Faculty development programs usually provide a variety of services for interested faculty. Much of what is provided is stressed as a service, available on a walk-in, voluntary basis, and tends to be focused on the university faculty as a whole. This approach requires the faculty to be initiators, asking them to avail themselves of the services available, and therefore supports active, self-motivated teachers. Centra's findings on faculty development practices underlined this when he identified "... teachers who wanted to get better" as the group "most involved, while those needed improvement were seen as least involved" (1976, p. 29).

More people and institutions are subscribing every week, and I would like to call to the attention of new subscribers the fact that back issues are available at the single-copy price indicated on the inside of the front cover. Guidelines And Strategies For Conducting Meetings, Joan North

The phrase, "We've got to stop meeting like this" is taking on new meaning in higher education as colleges and universities experiencing tighter budgets search for new ways to increase productivity, reduce costs and, as always, raise morale. Traditional collegial governance has in common with newer unionized approaches to decision making one especially notable characteristic-the need for meetings and committees. A conservative estimate of a person spending five hours in meetings per week would add up to 10,400 meeting hours in that person's lifetime. Higher education is probably responsible for more than its share of the 11 million meetings occuring …

The important news of POD is all around what I write here. Elections for new members of the Core Committee will be in process or completed by the time this issue hits the street. Planning is well underway for an exciting Annual Conference in Berkeley, California next October 14-16. The Task Force on Membership is working diligently on membership retention and growth and mix. A Research Committee operates. So, too, a Professional Relations Committee. And Regional Representatives. And an Executive Committee. We've even a journal, by Juno!

Instruction is more likely to be successful when the instructor is clear about his/her goals. Upon this axiom, a large number of instructional practices are based. One derivative of this axiom is the following: instruction is more likely to be efficient and effective when the instructor can state his/her instructional goals in clear behavioral objectives. To further clarify the instructor's goals, one might undertake a task analysis, job analysis, content analysis, an analysis of competencies, a needs analysis and/or a learning hierarchy. The results of such "front-end" analyses are usually displayed in the form of page after page of goals, …

The evaluation models described in previous issues of the Quarterly represent some of the major paradigms of educational program evaluation; they have been used to guide many evaluations and they have influenced the thinking of many practicing evaluators. Models provide a broad base for designing evaluation activities by offering a framework and conceptualization that guides both the focus of the evaluator and the orientation of the evaluation. But models do not provide strategies for implementation. During the 1960's, there was a good deal of concern about college students. Brought up and socialized in a peaceful, prosperous era, showered with love and affection by their parents, and provided with the finest education and life-style that money could buy, American youth experienced a series of shocks when they confronted the unfortunate realities of their own society (prejudice, inequality, etc.), and the seemingly brutal conduct of that society toward other societies (the Vietnam War).
