At the request of the PSU Board of Trustees in 2019-2020, the President and his executive team developed a set of metrics in the areas of finance, undergraduate and graduate enrollment, and student success. The metrics were approved by the Board of Trustees on August 20, 2020.
For each metric, actual performance is charted against three-year goals, and the results are reported annually to the Board and the PSU Faculty Senate. Transgender students have always existed in communities of higher education yet are just now beginning to be acknowledged and included within the context of academia. This has primarily led to the development of campus resource centers intended to protect these students and provide safe spaces on campus. While this is a crucial support system for universities to provide, the framework described herein envisions a future where transgender students can practice resilience and feel a sense of belonging anywhere within their college community. Our focus in this article is on designing a new conceptual model for using the resources we have and generating more. We have no reason to think that a new way of financing higher education will come anytime soon, so instead we are reinventing how we operate the institution. If a new model does come along, we plan to be ready to take advantage of whatever is created.

Higher education is being asked to pay more attention to student learning and to contribute to the enhancement of the social and economic conditions of the community it serves. As a result, educational institutions will no longer be self-contained. Community members and organizations have become not only critical partners in framing the goals and intentions of the educational reform movement, but they also have assets that must be tapped by educational institutions that wish to implement change and respond to social needs.

This conference is built on two very interesting premises; first, that university outreach can change society and second, that outreach can also change the university. What is the mechanism by which this mutual influence can occur? What does the university offer the community, and what does the community offer the university? The short answer is--the opportunity to learn in the company of others in a situation where learning has consequences.

The Community Outreach Partnership Centers (COPC) Program requires adaptations in the university environment. We must examine and reinterpret (1) the roles and responsibilities of faculty;(2) the design of the undergraduate curriculum; (3) the structures of the university that create the capacity and support to sustain different working relationships with the community; and (4) our definitions of success and quality.

In American higher education, change is continuous but occurs most often at the margins, generally taking the form of piecemeal or isolated efforts and programs. Only rarely are change projects comprehensive in their scope and transformative in their effects. In this chapter we describe the context for comprehensive curricular change at Portland State University and offer a more general theoretical construct about institutional change in higher education. That there are so few examples of comprehensive institutional change in American higher education is indicative of the complex mix of internal and external factors that constrain change efforts. The majority of policymakers, educators, and the public at large agree that public education needs reform. However, the nature and extent of changes are discussed and debated. Some promote the newest curricula,the latest teaching innovation, or the freshest administrative style (Sashkin & Egermeier, n.d). Others regard these approaches as piecemeal solutions that "tinker at the edges" of the real problem (Reigeluth, in press). The real problem, they say, is an ailing education system requiring fundamental, systemic changes through basic restructuring(Corbett, 1990; O'Neil, 1993; Reigeluth, in press; Sashkin & Egermeier,n. d.).
