The Challenges of Minoritized Contingent Faculty in Higher Education offers a probing and unvarnished look at the employment challenges of these faculty members in four-year institutions. With dramatic shifts in the faculty workforce and nearly three-quarters of instructional positions in United States institutions now off the tenure track, contingent faculty have become the essential, frontline workers of higher education. Remarkably little research attention has focused on the experiences of minoritized contingent faculty in this new academic underclass. States founded, control, and fund public postsecondary institutions because higher education helps meet state goals. Public institutions of higher education provide considerable public benefits to states, but these benefits have not been systematically measured. As a result, public conversations about the broad value proposition of higher education do not center the public benefits produced by institutions. Using a framework of empirical and realized publicness, this exploratory sequential mixed-methods study used content analysis of state agency mission and vision statements to identify state goals for public higher education. The United States has maintained a dominant role in International Higher Education for decades. However, changes to public university budgets and difficulties in retaining international students after graduation has caused the United States to lose its grip in this industry. Data from 690 public 4-year or above institutions were accessed through the Integrated Postsecondary Education Data System (IPEDS) to measure the effect of decreases in state appropriations as a percent of core revenues on the number of international students enrolled each year from 2008-2018. Within institutions of higher education, shared governance is an essential component to a healthy functionality. Among the many stakeholders at these institutions, students are the largest in number and hold primacy. Participation in student governance establishes a sense of shared ownership over their communities while also providing a unique avenue for students to gain wisdom and develop critical skill sets. Senior administrators at these institutions have many inherent challenges due to an organization that is largely decentralized and autonomous (Duderstadt, 2007). Student affairs professionals are concerned about the access and success of diverse groups of students in U.S. higher education, but systematic barriers continue to confront one understudied population of college students. Justice-involved people–those who have experienced the criminal justice system–face unique challenges on our campuses but are often ignored in discussions of access, retention, and success. To raise awareness about the barriers these student face, this paper offers a descriptive examination of the federal, state, and institutional policies that target justice-involved college students, including policies related to admissions, financial aid, campus housing, student employment, student athletics, and others. Three institutes ITT, ITB and DIT explored the benefits of collaborating and seeking designation as a technological university for Dublin following the publication of the Hunt Report in 2011. A high-level steering group was formed that would guide the alliance partners towards the goal of Technological University for Dublin. Support teams and working groups were set up to draw on the expertise of staff from across the 3 institutes. At the community college level, a debated policy is whether to keep the option for late registration. Most colleges define late registration as registration that occurs any time after the first day of the semester (O’Banion, 2012). Some community colleges have opted to eliminate late registration, believing, based on previous studies, that late registration is a barrier to students and their success (Bolt, 2013; Hale & Bray, 2011; Jones, 2015; Smith, Street, & Olivarez, 2002; Weiss, 1999). Those interested in positioning research to be used by policymakers or funded by foundations often wonder how best to do so. Foundation and policy interests can intersect, as philanthropy and policy both aim to provide solutions to big societal problems. This article explores themes from federal financial aid policy, in particular, suggesting that relevance can come from attention to the national mood, aligning solutions with identified problems, and condensing ideas for more immediate connection.

Tertiary education is believed to be a driver of economic development through the relationship between human capital development and economic output. Global massification efforts of tertiary education have led to increased global demand. Countries with limited tertiary education systems, like developing countries, have employed policies to increase domestic tertiary education opportunities instead of sending students abroad. Many tertiary education policies have focused on importing tertiary education from countries with established tertiary education systems. This paper argues for the re-integration of academic development (AD) and a academic language and learning (ALL) practitioners in Australian higher education.
