This research explored the initial planning process of an international service-learning (ISL) initiative under development that involved a collaboration among a south-central Texas private university, a ministry of Catholic Sisters in Peru, a U.S. non-profit organization, and a Peruvian optometry school. Three collaborators were founded by the same religious order. An overlapping in mission and values influenced the context. With the increasing integration of the world economy, nations are under growing pressure to compete internationally, resulting in a need to re-shape national education systems to train a multi-cultural workforce capable of competing globally. The existing literature on international education in relation to language policy has suggested that internationalizing higher education (HE) does not ensure interculturality (Bash, 2009; Durant & Shepherd, 2009; Jenkins, 2014; Seidlhofer, 2011); the potential relationship between the internationalization of HE and language remains unclear (Jenkins, 2014; Meyer, Gekeler, Manger, & Urank, 2012; Saarinen, 2012). This study sought to provide relevant data and insights that could validate the usefulness of a blended theoretical model of internationalization based on a modified model of van Dijk and Meijer’s internationalization cube with Rogers’ diffusion of innovation theory with the long term of goal of generating a universally applicable theoretical model to help guide other higher education institutions toward successful internationalization. The purpose of this study is to contribute to the field of internationalization by investigating the differences in the outputs (the amount and types of activity undertaken in support of internationalization efforts) and outcomes of internationalization (results of the process of internationalization) between public and private not-for-profit American higher education institutions (HEIs) in 2011 and 2016.

Using a mixed methods approach, the quantitative strand of this research uses data from the American Council on Education (ACE) 2011 and 2016 Mapping Internationalization surveys to examine through descriptive statistics the differences in the outputs of internationalization of public and private not-for-profit HEIs. …
