The turn of the 21st century presented a government led by public distrust. More and more people are growing skeptical of the government due to its previous actions, as well as overall longstanding disdain and misinformation, passed on through generations. Like many other fields, political participation is expected to be heavily influenced by rising public distrust in the government. However, there is hope in mitigating public distrust to increase political participation. Universities are tasked with providing rigorous education and training for successful entry into disciplinary and professional fields. Their instrumental roles are situated within broader commitments to political communities through cultural stewardship. As such, the process of socializing students with the knowledge, skills, and dispositions of democratic citizenship is a complementary and acute obligation of institutions of higher education. Student Associations arguably serve as strategic enablers of this key responsibility through their unique identities as laboratories of shared governance. In theory, a strong democracy rests on robust citizen participation. The practice in most democracies is quite different. This gap presents a challenge, which can be narrowed by augmenting civic education to bring it up to date with the current information environment and thus give citizens the opportunity to participate. Robert Dahl’s work on democracy provides a model that looks at this problem structurally. He writes about the ideals and the actual institutions necessary for a democracy and if we situate his model in the modern information environment we get a better idea of how to improve civic education.
