This hermeneutic phenomenological study was conducted to understand participation issues surrounding elementary instrumental music programs from a parent's perspective. Many school districts’ elementary instrumental music programs have continued with a district-funded model with classes that meet during the school day. The school district in this study adopted an outside-the-school-day model that is tuition-based. The study utilized semi-structured interviews and observations from the researcher. A quality music education program should include the highest possible number of students. This study uncovers the motivating factors in elementary instrumental music participation. Adults may demonstrate cultural ownership of music in various ways, but children are limited in their artistic expression by the restrictions of youth, parental authority, and financial subordination. This project evaluates the ownership behaviors demonstrated by 60 third and fourth grade female students in Albany, NY. Considering self-reported behaviors and the completion of creative activities in the general music classroom, the study also examines a secondary question: is there a difference in the way children interact with music of their own choosing as compared to the music of a teacher’s choosing? The main focus of this research is to provide strategies for raising awareness and promoting support for elementary music programs. This literature review seeks to empower music educators with specific strategies for gaining support for music education in a society where budget cuts are vast and the demand for improved test scores on standardized exams favors the increased attention to be placed on core subjects alone. Music education is proven to have many lasting benefits outside of music education alone.
