The purpose of this study was to determine the effectiveness of departmentalization as a strategy at the elementary upper grades to affect gains in the school’s accountability and gains in achievement performance. Based upon standardized testing measures, accountability for student achievement has dramatically increased in elementary schools; rigorous standards have increasingly affected teachers to become highly skilled in subject content areas. The purpose of this evaluation is to identify a delivery model for reading intervention services that can provide successful support for Students with Disabilities in reading. The participants in this study, general education and exceptional education teachers who teach reading content in grades K-5, answered survey and interview questions related to the current delivery of intervention services at ABC Elementary (pseudonym). It also considered the professional development provided in reading strategies and the use of the program to increase students’ reading achievement levels. I initiated this study due to experience in the public education system in one state in the United States. I noted a lack of understanding among educators on how to meet the educational needs of children born with a congenital heart defect (CHD) who had undergone general anesthesia related to their CHD. Due to historically high rates of retained students, one low-performing school needed to fix the endless cycle of student failure. After implementation of a close reading program, participating students made growth on the state reading test. My main goal was to examine which key elements of this program supported retained third grade students resulting in learning gains. My data showed t-test findings with a statistically significant difference in both scale scores and achievement levels on the state reading assessment.

This doctoral research project examined elementary teachers’ preparation to teach health content (Emotional, Relationships, Growth and Development, Nutrition, Physical Activity, Hygiene, Safety, Substance Use/Misuse, Diseases, Environmental/Consumer/Community Health) within the framework for a state’s certification and qualifications. The study used a mixed-methods approach in a Midwest school district to discover components of undergraduate certifications, current teaching methods, and potential modifications to the curriculum.
