This dissertation examines mathematics education's past and present state in the United States, emphasizing mathematics intervention instruction. This dissertation includes a complex and critical analysis of intervention practices and historical and structural inequities based on race present in these interventions and mathematics education. In combination, it examines the construct of mathematics identities, their role in student success with mathematics, and trends surrounding mathematics education and its impact on populations of students of color. The learning of basic facts, or the sums and products of numbers 0–10 and their related differences and quotients, has always been a high priority for elementary school teachers. While memorization of basic facts has been a hallmark of elementary school, current recommendations focus on a more nuanced development of fluency with these facts. Fluency is characterized by the ability to demonstrate flexibility, accuracy, efficiency, and appropriate strategy use. The purpose of this study is to explore elementary educators’ perceptions regarding what it means to conceptually understand mathematics, the emphasis teachers place on utilizing evidence-based teaching processes, as identified as effective by National Council of Teachers of Mathematics (NCTM), and how these perceptions influence their instructional choices. The theoretical framework includes Lev Vygotsky’s theory of Zone of Proximal Development. The methodological type will be a qualitative collective case study consisting of 8 participants, which include classroom teachers of grades 2-5. Most studies of the efficacy and equity of tracking in middle school mathematics focus on programs implemented in large public schools or entire school districts. They do not consider the impacts of how tracking might affect middle school students at a small private school.
