Abstract

High-quality and effective online education is essential to the continuous growth of higher education. As online higher education grows in professional programs, it is especially pertinent to investigate learning designs for their effectiveness in supporting the acquisition of professional skills. Drawing upon the Community of Inquiry (CoI) and the Practice-Based Teaching (PBT) frameworks, this research investigated the effectiveness of one online graduate program designed for practicing teachers to learn new skills (i.e., diagnostic assessment and differentiated instruction) in teaching reading to elementary students. This change plan employs Wagner’s (2008) change leadership model to assess culture, context, conditions, and competencies of a small suburban school district and to develop a systemic plan for implementing job-embedded professional development in the area of technology integration. This paper explores an evaluation of the Grove School District’s one-to-one iPad program, for the purpose of understanding the relationship between teacher support for the program and classroom use. The evaluation also explores the various factors that impact a successful one-to-one program, including leadership attitudes and professional development. The attitudes of the teaching staff were compared to classroom observation data and focus group input. The research design followed a case study approach with a combination of survey, focus group, and observation methodologies.
