Classroom access to technology such as a computer or the Internet does not guarantee a high-level of integration of technology by the teacher or application by the student. Tools that could be used to increase student creation or personalized learning opportunities may instead be used by the teacher at lower levels of use that replace non-technological tools. There has been a move toward personalized learning and alternative types of authentic assessment in K-12 education. This shift toward personalized learning and authentic assessment has been partly driven by increases in the available technology that can support those types of changes. This dissertation is a basic qualitative study aimed at understanding the experience of learners in a first-year physics class working with an ePortfolio as the primary method of assessment for that class. The study explored the variation in personalized learning within and between Long Island districts. Timely insight into the relationships between technology resources and personalized learning can inform critical fiscal investments throughout the COVID-19 global pandemic and beyond. An electronic survey based on a 2017 RAND Corporation study was sent to teachers in five districts to measure their use of indicators of personalized learning. Personalized learning in the United States experienced a resurgence in the educational landscape as a result of increased technology access and computing power. This qualitative multi-site case study examined teachers’ perceptions of leadership support for their implementation of a learning management system (LMS) to facilitate blended learning in urban middle schools. Understanding teachers’ perceptions of leadership actions to encourage the implementation of new innovations will allow leaders to provide materials, resources, and support to effectively increase the incorporation of blended learning in classrooms. The studies in this dissertation were designed to develop an understanding of the impact of personalized professional learning experiences for K-12 teachers. These studies took place in a large, preK-12, public school district in the Southwest region of the United States.
