This study reports a content analysis of 35 World Wide Web sites that included in their mission the goal of engaging girls with information and communication technology (ICT). It finds that sites emphasize cultural and economic uses of ICT, doing little to foster civic applications that could empower girls as citizens of the information age. The study also finds that sites foster a narrow range of ICT proficiencies, focusing mostly on areas such as communication, in which girls have already achieved parity with boys. This paper provides an overview of online counseling and new technologies in the counseling field. Online counseling is defined. Forms of online counseling are analyzed finding that email and instant messaging have become the most widely used methods for counseling purposes. A review of computer technologies and counseling history from the 1950s to today is also examined. Finally, the author presents an overview of the current literature regarding effectiveness studies and the ethical and moral dilemmas that new technologies pose for the future.

Computerized algorithms for predicting the outcomes of legal problems can extract and present information from particular databases of cases to guide the legal analysis of new problems. They can have practical value despite the limitations that make reliance on predictions risky for other real-world purposes such as estimating settlement values. The goal of this project was to provide an effective way for students to learn how to use an authoring language, HyperStudio, through an efficient interactive on-line environment. The author begins by identifying the necessary components for effective web-based tutorials and exploring video's impact on delivering web-based tutorials. The process used to plan, design, develop and implement this project was explained. This project demonstrates how a web-based tutorial can be created to assist the traditional classroom as a supplementary medium.

A difficulty for faculty new to teaching at a distance is being able to visualize the scope of needed skills and tasks that will be required of them. The purpose of this project was to provide an empirically-based, self-administered skill enhancement guide for new distance education faculty teaching via interactive satellite broadcast. A modified Delphi approach was used to survey 18 faculty members experienced in distance education from the 6 colleges at a major eastern university. Respondents created a validated task list in phase 1 and determined task criticality and sequencing of task learning in phase 2.
