The “transfer of training problem” refers to the difficulty professionals have in adopting evidence-based practices after they receive training on those practices. This “transfer of training” problem is especially important to consider for educational professionals in urban settings where students are more likely to not meet grade level academic expectations and where teachers often report feeling underprepared to teach in diverse, dynamic classrooms. Instructional coaching is a type of ongoing, job-embedded professional development that may help teachers overcome the “transfer of training” problem. The purpose of this research paper is to gain current perceptions of school psychology services and paradigm shift theory in school psychology by school psychologists, teachers and administrators within public school systems. The paper will focus on the history of school psychology, federal legislation, and IDEA. Surveys were collected from school psychologists, teachers and administrators regarding perceptions of school psychology and paradigm shift theory in school psychology services. Although the results were non-significant, results of the surveys indicate similar results to previous perceptual surveys. The field of school psychology has developed a strong commitment to culturally competent practice. However, there is a lack of literature examining multicultural competence among school psychologists. The present study sought to address this need using a two-pronged approach. First, the study expanded the research base for a self-report multicultural competence scale by administering the measure to a sample of practicing school psychologists. Second, the study investigated the relationship between racial colorblindness and self-perceived multicultural competence among school psychologists by administering an additional racial colorblindness measure.
