Archival literacy has become a popular mode of literacy in the last ten years, given that archival research is not the exclusive purview of historians. Given the amount of open collections and exhibits, the possibility of teaching archival literacy skills is more accessible than ever. Importantly, archival literacy asks us to critically read against the common narrative that archival objects are pure evidence and archivists are neutral agents. Our presentation describes the importance of digital archival literacy and provides examples of implementation in classes, ad hoc workshops, and community engagement. Between 1948 and 1990, the Inter-University Case Program (ICP)—named during its early years “The Committee on Public Administration Cases” (CPAC)—published five case books and 170 individual studies of government policy-making and administration. The Program was created by educators who had spent over three years working in Washington wartime agencies. They wanted to show their post-war university students an aspect of public administration that was largely ignored by prewar textbooks: namely, the civil servant’s role in the making and carrying out of public policies. This paper is a report of a collaborative research project that identified the competencies undergraduate history majors should have related to finding and using archival materials. The boundary-spanning collaboration involved archivists, librarians, and history faculty.

Historians have long relied upon archives as essential source material, and recent studies confirmed the continued significance of archives to research in this field. However, there is no detailed listing of the archival research competencies that college history students should attain.
