This project is an exploration of the Bilingual Intercultural Education Program (EIB) mandated in Chilean schools with a high density of indigenous students. It focusses on the implementation and impacts of EIB in Putre, a small town in the Arica and Parinacota region of Chile where the majority of the residents are Aymara. After gaining the region in the War of the Pacific at the end of the 19th century, the Chilean government waged a violent campaign of forced cultural assimilation known as “Chilenization” against the local Aymara people. Debate improves public speaking ability, critical thinking, and self-­‐ confidence. It also empowers students to challenge their beliefs and understand the world around them. It has been used in a variety of educational systems as a developmental tool that promotes democratic citizenship and civic engagement. In Bolivia, however, it is an under-­‐used resource. In this essay, I reflect on my experiences teaching and creating sustainable debate programs in partnership with local schools in Santa Cruz de la Sierra, Bolivia. The concept of intercultural education is present in many countries worldwide: it’s the idea of learning through the lenses of more than one culture, not just the Western or dominant one. In Chile, intercultural education is most commonly associated with the mapuche, the largest indigenous group in Chile. Since 1993, Chile has had a federal Bilingual Intercultural Education program (EIB). However, almost all of the implementation is left up to individual schools. CANTERA, a community organization in Ciudad Sandino with a popular education methodology, has a mission that emphasizes both personal development of its participants and social change in its community as outcomes of its work. With the arrival of the dictatorship of Augusto Pinochet in Chile (lasting from 1973-1990) came the implementation of a neoliberal economic model based on tenants such as privatization, deregulation, growth of a free market economy, and a passive government to uphold the private sector. This economic model manifested itself through structural reforms that distinctly changed the function of all institutions, including the educational system. Financial inclusion is an important step in development, as access to finances can help the poor build money and lift themselves out of poverty. This research project applies Asset-Based Community Development theory to Ruwwad, a community-based organization in Al-Natheef. As a marginalized community, the approach to community development must be investigated to ensure that it does not worsen the community dependency. Through the Myoub Khorma Youth Education and Empowerment Fund, Ruwwad provides scholarships for youth from the neighborhood and surrounding areas. The impact of the scholarship on youth was investigated through conducting student interviews and collected material culture published by the organization.
