Within a change process grounded in constructivist and transformative worldviews, internationally educated teachers (IETs), an underemployed group in the education sector, can support equity efforts in Ontario schools. The Organizational Improvement Plan (OIP) presents an overview of the organizational and environmental factors that contribute to the necessity for change and which influence the change process. A new way of supporting equity work in schools is proposed through a dual change process intended to bring change at the principal organization (meso) and in schools (micro). Adopting a critical approach to policy analysis, this qualitative comparative case study uses Actor Network Theory (ANT) to explore the transfer of the global discourse on leadership standards to China, the adaptations of the discourse as observed in the Professional Standards for Compulsory Schools Principals (PSfP) (MoE of the PRC, 2013), and the enactment of the PSfP in schools. Elementary students in high-poverty schools have diverse learning needs. Their academic and social learning, in particular, varies between students - especially so for those students from culturally non-dominant backgrounds. In 2009, the Ontario Ministry of Education mandated that all school boards in Ontario develop and implement equity education policies, as specified in Policy/Program Memorandum No. 119: Developing and Implementing Equity and Inclusive Education Policies in Ontario Schools (2009). The purpose of this exploratory case study was to gather, examine, and define school leadership ‘adversity experiences’ of elementary school principals in an Ontario school board. This qualitative study examined how principals use resiliency strategies to manage adversity in the course of their school leadership. Lastly, the study examined supports, professional learning, and/or programs specific to the Ontario context that exist for principals experiencing adversity.

The purposeful sample was fifteen elementary school principals and one superintendent of education. They were interviewed one-on-one using semi-structured questions during the winter 2016. Those data were analyzed using a modified form of constant comparative …
