While the impact of government funding for institutions of higher education has been researched extensively, little research looks at the impact of students as a funding source. This is important because students are one of the greatest contributors to higher education budgets. Within the Commonwealth of Kentucky, there has been a decline in high school graduates as well as state funding since the Great Recession in 2008.

This study investigated schools who received Reading First (RF) monies to determine if student reading achievement in kindergarten through second grade was a function of the funding earmarked for implementation of the RF practices. The researchers also examined a seven-year reading progress trend to observe changes in Texas Primary Reading Inventory (TPRI) composite means of 37 participating campuses by grade level and by assessment measure from 2006 to 2012. Multiple linear regression and one-way repeated measures outputs were used for evaluating the evidence. A longitudinal progress trend was used over a seven-year period. Kentucky public charter school law was introduced in 2017, the purpose of the new innovative schools were to close the achievement gap among the education system within the state. Charter schools are new-age schools that have a smaller class size, use differentiated instructional strategies that integrate technology to promote engagement, which in turn increases student growth and success. Advantages of charter schools within other states include differentiated environment, culture, and performance. This overview provides a synthesis of a comprehensive study of an intradistrict equity audit of one mid-Atlantic school district. The purpose of this study was to measure the intradistrict distribution of educational resources across elementary, middle, and high schools of one school district through an equity audit to determine whether or not the allocation and distribution of fiscal resources were equitable and adequate. This study utilized publicly available school-level expenditure data to determine the allocation and distribution of resources to expose any existing disparities. The intent of this paper is to provide a mixed-methods audit of professional development provided to K-12 school leadership in Virginia's diverse landscape to include identification of providers, funding, effectiveness, and expectations.
In the Commonwealth of Virginia, geographical, political, and socio-economical differences across 132 school divisions cause variability in leaders' experiences with professional development. A mixed-methods approach was used, including a review of current literature, an online survey, virtual interviews, and virtual focus group discussions. This project aimed to create a working model worthy to include within Schneider, Walker, and Sprague's description of a five-stage process of parceling out high-cost Crime Prevention Through Environmental Design (CPTED) initiatives. In 2002, the Department of Education and Department of Justice sponsored Schneider as the lead author for introducing and promoting CPTED initiatives for the first time in schools. This project's funding mechanism was created to help assist with the procurement of a highly priced CPTED initiative (key-less card system) for Suburban College.

This dissertation provides additional background to the limited research regarding the effectiveness of the use of state categorical money on literacy achievement measured by the Arkansas Literacy Benchmark Exam for a cohort of third through sixth grade students and a cohort of fifth through eighth grade students in Arkansas school districts. Using a non-experimental design, the researcher tested two hypotheses using a mixed factorial analysis of variance (ANOVA). The independent variables for the two hypotheses were change over time with two levels measured in school years (2008 versus 2009 versus 2010 versus 2011) and the two NSLA funding levels. The …

The community college, like all of higher education, has been significantly impacted by the Great Recession and coincidental increased enrollment. The purpose of this qualitative study was to examine the decision making processes of community college presidents as related to resource allocation and the impact of these decisions on the comprehensive community college mission. Declining state funding and increased enrollments have greatly impacted how community college leaders make decisions with leaders incorporating shared governance and informed decision-making. The number of American adults receiving benefits from the Social Security Disability Insurance (SSDI) program has increased dramatically over the past several decades. A proposed solution to rising program costs is to change program rules to encourage fully or partially recovered SSDI beneficiaries to return to work. One such option is a benefit offset policy, which would reduce SSDI benefits by $1 for every $2 of earned income. While a benefit offset could generate savings from increased labor supply and program exit among current beneficiaries, it could also generate unintended costs if the more generous work rules induce significant numbers …

The present study is built around the following general research question: why is Adventist higher education in a tight budget? This is approached using a comparative time frame analysis of past and present needs and characteristics affecting funding tertiary education. The main idea throughout this paper is that the different funding systems are setting up models of Adventist higher education that aren’t always the best fit for the institutional ideology and organization. Possible alternatives to shift into a more suitable funding system are provided and discusses as well.

This quantitative study analyzes the level of equity of the Mississippi Adequate Education Program funding formula through an analysis of the base per-pupil per district allocation system. This study researches the levels of horizontal equity, vertical equity, and fiscal neutrality in relation to the equity designed in the original 1993 proposal. The relationship between the current levels of equity found in the Mississippi Adequate Education Program and the proposed levels of equity holds significant interest for the Mississippi state legislature and educational leaders throughout the state of Mississippi.
