Teacher attrition affects the quality of services for students in K-12 education and poses an ongoing challenge for educational leaders, especially in the area of special education. Special educators leave the profession at higher rates than general educators. As a growing state, Florida has identified special education as a critical teacher shortage area. This study evaluated the Skills, Tips, and Routines for Teacher Success (STARTS) initiative of Volusia County Schools, a large district in east central Florida. During winter/spring, 2005, 2,103 Troops to Teachers (T3) program completers and their school administrators from 49 states and the District of Columbia were surveyed to determine whether T3s were more effective in the classroom than traditionally prepared teachers who had comparable years of teaching experience. Respondents also returned information about their schools’ demographics, views about their teacher certification preparation program, and information about themselves, their teaching behaviors, and future plans. Sixty-one percent of the respondents returned completed surveys.

The purpose of this study was to determine the extent to which enrollment management models have been successfully implemented within the 28 Florida community colleges. The study also sought to determine when enrollment management structures began and whether expected benefits were achieved. Analysis of the data collected in this study indicated the following five major findings. First, enrollment management concepts and practices have been implemented at some level within the 23 Florida community colleges surveyed.
