On March 13, 2020, Governor Ralph Northam ordered all public schools in Virginia to close for two weeks due to the on-going global health crisis; this closure was later extended to include the remainder of the academic year. This created a new political, academic, and social landscape for public schools across the commonwealth to navigate. In addition, to the external political landscape schools face, all public schools are saturated with micropolitical implications. This dissertation examined the leadership strategies used by rural, public-school superintendents in the Central Appalachian region of Eastern Kentucky during and following the flood of 2022 that was considered a natural disaster. The context of this study was framed by a 1 in 1000-year flooding event that devastated school districts and communities in Eastern Kentucky. The geographic boundaries of this study were limited to school districts that were part of counties identified as “Appalachian” by the Appalachian Regional Commission (ARC). The role of public libraries is changing in response to a multitude of influences and trends. The exponential growth of technology as the primary method of information access, funding challenges, changing demographics, and other mitigating factors have forced public libraries to become more than book repositories. Community library leaders and governing board members are faced with challenges such as decreased funding, community division regarding library services, and soaring costs for library materials and services, as they develop and adopt policies and practices to navigate this ever-changing environment.

The COVD-19 pandemic caused a global disruption to education. In some parts of the United States, schools were cancelled for the year, while others shifted their educational offerings to a distance learning model. Kentucky announced short term closures beginning March 13, 2020, but on April 20th the Kentucky Governor announced that schools would not reopen for in-person instruction for the remainder of the academic year. Many school districts quickly developed a plan to continue a modified version of school. This study was designed to investigate the experiences of first-generation women from South-Central Appalachia who completed a doctorate degree in educational leadership (EdD). Research indicates that nearly one third of doctoral recipients reported being first-generation, and the majority of these students concentrated in certain academic areas such as education. Furthermore, the literature suggests that there is a strong correlation between educational achievement levels and family background as well as cultural and geographic factors. While the amount of literature on minority groups has increased over the past 20 years, literature on the people and culture of Appalachia is limited. When first-generation …

This qualitative study examined the challenges rural southern Appalachian community colleges officials face when serving students with learning disabilities. Upon entering community college, learning disabled students are often unfamiliar with many of the expectations that may be necessary to ensure their academic success such as self-disclosing to ensure they are provided adequate services, becoming self-advocates, and navigating requirements of post-secondary education. This study consisted of 15 interviews from five different community colleges across the rural southern Appalachian region in which senior level, mid-level, and front line community college officials dealing with students with learning disabilities were interviewed. The combination of a weak economy with a corresponding decline in tax revenue has created deficits in state and local budgets which adversely affect the financial stability of community colleges. This leaves community colleges struggling to continue to provide education in support of their missions. To provide a source of alternative revenue, community colleges are embracing the spirit of entrepreneurialism and transforming themselves into profit-seeking businesses.
