Culturally responsive teaching is a pedagogical practice that incorporates cultural knowledge, prior experiences, frames of reference, and performance styles of students to make learning encounters more relevant and effective. The purpose of this study is to evaluate the impact of culturally responsive teaching on the academic achievement of African American students. The context of this inquiry is at a minority-majority Title I high school within a large urban school district. The district and evaluation school previously adopted a culturally responsive teaching initiative. Teachers are charged with the task of reaching all students academically in hopes all students will become proficient readers by third grade. Oral reading fluency is a predictor in academic success since fluency reflects comprehension. Students often come to school unprepared in their earliest years due to a lack of opportunity and/or early literacy experiences, creating an achievement gap, a disparity in academic performance between groups of students. Although public education in the United States has had remarkable growth and improvement since its beginning, significant inadequacies concerning racial equity continue to cast a shadow on the system. The present study consisted of a phenomenological investigation of African American males who have been expelled from traditional educational settings in New Orleans, LA in order to provide educators with information geared towards increasing academic achievement in African American males. It has been noted that one of the reasons that Black males graduation rates are so low is because in addition to other factors that lead to non-completion, black males are more likely to be expelled from school. The purpose of this qualitative study was to investigate and examine specific kindergarten through third grade practices perceived as contributing to literacy achievement at 3 high-achieving elementary schools within the Washington County Virginia Public School System. The study was completed through a process of open-ended interviews with participants comprising classroom teachers, reading specialists, and administrators. The findings from this study may assist practitioners by providing information relative to programs, resources and instructional strategies that are perceived as contributing to literacy achievement.

My paper details a policy recommendation for elementary schools in a large school district in Florida. Its aim is to provide equal educational opportunities and equity for all students. I developed it in part based on an educational, economic, social, political, and moral-ethical analysis. My policy's purpose is to enhance the educational experience for all children, maximize time-on-task (TOT) on all subjects, and close the achievement gap. Student achievement gaps between Black and White students, and socioeconomically disadvantaged and advantaged students, have been observed and formally documented since the National Assessment of Educational Progress (NAEP) began in the 1970s. In particular, the mathematics achievement gap between these historically disadvantaged populations has been a phenomenon that, in spite of improvements, has nevertheless remained persistent for decades.
