The purpose of this study was to investigate the Stages of Concern (SoC) that school principals have toward change and then report participants' behavior relevant to their Level of Use (LoU) of an innovation. An understanding of principals' concerns regarding change suggested a variety of factors that impede educational leaders' implementation of innovations and change within the school environment.

The researcher studied principals' perspectives regarding change implementation in the course of their daily administrative activities. The extent to which principals in suburban elementary and secondary schools lead schools to be ready to transform into professional learning committees was investigated. Data were collected through the use of the Professional Learning Communities Assessment – Revised (PLCA-R) questionnaire administered to principals, assistant principals and lead teachers as identified by their principals. Findings from the PLCA-R determined a ranked order for the 45 schools that completed the questionnaire. Following the questionnaire, one-on-one face-to-face interviews were conducted with the six principals from the three highest ranked elementary schools and the three highest ranked secondary schools. Principals and teacher leaders are expected to provide many learning opportunities for the colleagues with which they work and for the students they teach. The model employed to empower teachers to grow in the education profession and improve collaboration among colleagues and facilitate collegial conversation is the Professional Learning Community (PLC). The PLC model is exercised in many schools throughout the United States. As schools employee the PLC model, levels of leadership change, and teachers may or may not grow professionally. Educators are focused with efforts to improve student achievement through reform and policies; a majority of the efforts are focused on accountability reform. The learner-centered model focuses on school reform that is organized around the personal domain for systemic reform. How principals work with students is greatly influenced by policy and what they believe about student learning and behavior. This dissertation attempted to establish principal beliefs and their effectiveness on student achievement on the End-of-Grade and End-of-Course test in the state North Carolina.
