The purpose of this project is to create a handbook describing services available in the Sumner School District and researched based practices for elementary administrators and teachers to use when working with students and families of poverty. The McKinney-Vento Act in the United States protects families to ensure that all students have immediate access to school-linked services, including free breakfast and lunch, as well as transportation needs for getting to and from school. The relationship between the number of student referrals in the cafeteria and whether or not the principal was present during the infractions was being studied. The data were taken from two lunches at three different schools. The first lunch contained approximately 150 second and fourth grade students, while the second lunch had about the same number of third and fifth graders. During the study, the referral data and the principal's presence were recorded. The principal of each school randomly supervised the two lunches so that kids would not be able to catch on to his/her attendance patterns. The results supported …

School community is critically important for healthy adolescent development. School connectedness has been found to be even more powerful than family connectedness in terms of protection against acting out behaviors in adolescence (Harrison & Narayan, 2003 ). Increasing student involvement in urban elementary settings through student government would unify students, communities, parents and staff. Establishing a student government in an urban school setting promotes student voice, student interest and helps tie community and staff together. The importance of belonging is essential in providing a safe and productive educational environment.

Many children do not have adequate access to print. To rectify this in her school, the author created an ongoing Book Swap Room. The author documented the reading growth of students by looking at their reading test data in conjunction with records of the number of books traded in the Room. A family survey was used on three occasions to determine book ownership in the home of students, and a student survey was used to determine whether the Book Swap Room was achieving its desired goal of reinforcing book ownership. Clinical supervision is a coherent process for teacher evaluation. A significant investment of time and training for teachers and administrators is necessary to successfully implement the clinical supervision model. A peer coaching program presents the opportunity of improving upon the clinical supervision model and establishing a lasting staff development program. The Critical Friends Group model, developed by the Coalition of Essential Schools, provides the structure which fosters collegiality, professional development, and improved student learning. The success of a Critical Friends Group peer coaching program relies on the leadership of the principal through active participation, financing, and modeling professional collaboration.

The interrelationship of clinical supervision and peer coaching strategies to improve instructional effectiveness were studied. A peer coaching in-service program, detailing coaching procedures and activities, was developed and implemented in the social studies department at Mount Si High School. The results of the program showed that peer coaching can be utilized by teachers to assume greater leadership and responsibility in the area of instructional improvement.

Based on the review of the literature and research, the relationship of school learning climate and student achievement is explored. Common ideological, organizational, and leadership factors characteristic of high-achieving, "effective" schools are identified and their relationships examined. Ideological factors identified are: 1) A belief that all students are expected by staff to reach high levels of achievement; 2) A belief that individual and school-wide performance on achievement tests is an appropriate goal and measure of school effectiveness; and 3) A belief that self-concept is an important factor in student achievement.
