This research brief explores the landscape of school segregationrelated to boundary lines in Virginia and in key regions. It also analyzes common rezoning criteria and policies in a large sample of Virginia school divisions. The brief then provides a condensed overview of existing literature on school boundaries and segregation. Finally, it offers evidence-based recommendations for Virginia to combat the relationship between school-related boundaries and segregation.

A Critical Policy Analysis Of Texas’ Closing The Gaps 2015, Katherine Cumings Mansfield, Stefani Thachik

This critical policy analysis uses critical race theory to provide a counter narrative to the P-16 initiative in Texas known as Closing the Gaps 2015. Findings indicate that while these reforms aim to increase educational access and achievement for people of color, they fall short of addressing systemic inequities such as enduring segregation and unconstitutional school finance policy. Using Texas as a case study illumines the ways the growing number of P-16 councils throughout the US might adapt and improve policy development and implementation to more adequately address educational inequities across racial, ethnic, and linguistic groups. The purposes of this article are to illumine the racist genealogy of gifted education policies and practices in the United States, to demonstrate how deficit discourses continue today, and to provide personal examples from the field of how educators can begin to question the status quo, resist taken-for-granted assumptions, and alternatively make substantive changes at the local level. I also aim to demonstrate how giftedness is an example of whiteness as property, or unearned white privilege, that, unintentionally or not, maintains a social caste system in schools

Mitigating Milliken? School District Boundary Lines And Desegregation Policy In Four Southern Metropolitan Areas, 1990–2010, Genevieve Siegel-Hawley

Over the past half century, law and policy have helped cement tremendous inequities into the structure of our cities. District boundary lines separating multiple, unequal school systems within a single metropolitan (metro) area play a central role in structuring racial and economic isolation. Using data from the National Center for Education Statistics, this study explores how patterns of school segregation are linked to desegregation policy and district boundary arrangements in four southern metro areas. Findings indicate that while city-suburban mergers create far more potential for meaningful school desegregation within a school system, simply eliminating district boundaries is not enough. Changes to Title IX allowing the growth of single-sex schools have garnered media attention promoting the benefits of separating boys and girls. Alternately, civil rights groups such as the ACLU continue to oppose any type of school segregation. Within this context, a private philanthropy, the Foundation for the Education of Young Women (FEYW) has established public-private partnerships with six Texas school districts to open all-girls’ public college prep magnet schools with plans to expand. Decades of research establishes positive associations between parental involvement and a number of important student outcomes, including student achievement. Furthermore, a number of technological innovations make facilitating parental involvement more possible than ever. Those possibilities, however, require varying levels of technological sophistication and infrastructure developments in the homes and communities. That a well-documented digital divide exists between low-income and more-affluent communities means that students and families who live in low-income communities--generally, people of color--can be denied access to opportunities for meaningful involvement in and engagement with the schools. Digital Equity In Education: A Multilevel Examination Of Differences In And Relationships Between Computer Access, Computer Use And State-Level Technology Policies, Jonathan D. Becker

Using data from the National Assessment of Educational Progress (NAEP) state assessment and a survey of state-level technology policies, this study examined digital equity in education as a multilevel organizational phenomenon with data from 70,382 students in 3,479 schools and 40 states. Students in rural schools or schools with higher percentages of African American students were likely to have less access to computers. With respect to computer use, girls and students eligible for free or reduced-price lunch were more likely to use computers more frequently when computers are available in the classroom. Board of Education" decision arrives, a notably gesellschaftliche (individualist, freedom-oriented, rationalist) paradigm in the education policy agenda prevails. This report describes West Virginia's Basic Skills/Computer Education (BS/CE) program and connects its features to gains in student test scores that are practically and statistically significant. The program consists of three components: (1) software that focuses on the state's basic skills goals in reading, language arts, and mathematics; (2) enough computers in the schools so that all students will be able to have easy and regular access to the basic skills software; and (3) professional development for teachers in the use of the software and the use of computers in general.
