This mixed method sequential explanatory study provided analysis of North Carolina (NC) school leaders’ dispositions in eliminating opportunity gaps, outlined in NC’s strategic plan. The study’s quantitative phase used descriptive and correlation analysis of eight Likert subscales around four tenets of transformative leadership (Shields, 2011) and aspects of critical race theory (Bell, 1992; Ladson-Billings, 1998; Ladson-Billings & Tate, 2006) to understand systemic inequities and leadership attitudes.

The qualitative phase comprised three analyses of education leadership dispositions and systemic factors in NC schools. The first analysis of State Board of Education meeting minutes from 2018–2023 quantified and analyzed utterances of racism …

This study delves into the relationships between strategic recruitment and retention practices implemented by rural Minnesota school districts and the recruitment and retention rates of teachers of color within these districts. The research assesses whether districts implementing strategic recruitment practices demonstrate a higher proportion of teacher candidates of color and subsequent hiring rates compared to their peer districts. The study also investigates the relationships between strategic retention practices and the actual retention data observed in districts. The Commonwealth of Kentucky has taken its first steps in creating trauma-informed K-12 schools through passing the School Safety and Resiliency Act of 2019. School districts were tasked with developing trauma-informed education plans by July 2021. However, the Commonwealth’s mandate gave broad autonomy to school districts in shaping their trauma-informed education plans’ processes and content. Through a critical policy analysis design, this study examined the availability and quality of trauma-informed education plans from each school district in Kentucky and compared them to the trauma-informed framework developed by the National Child Traumatic Stress Network. School social workers respond to students’ mental health needs from an education training perspective that defines set professional role boundaries in service provision that may differ from the multiple roles teachers have with students. One of those perspectives is a recognition of what may happen if a boundary crossing was to occur in a dual relationship with a client. This study’s purpose was to investigate school-level behavioral outcomes in relation to the proportion of Black teachers and students in U.S. schools. Negative school outcome and academic achievement gaps are well-documented. However, many of these studies utilized small, localized populations; my research used national data and focused on the problem behaviors in school. Drawing from Critical Race Theory, I hypothesized that a greater proportion of Black teachers would reduce school student problems and negative behaviors (e.g., student verbal abuse of teachers, widespread disorder in classrooms). Education facilitates community involvement, participation, and acceptance, but not for students with significant disabilities who are taught in separate settings. The policy of separate education derives from arcane beliefs, limited research, and misconceptions that result in people with disabilities having choices made for them not with them. The All IN Pix YPAR asked six high school students with significant disabilities to photo document a week in their high school yearbook class. This paper examines a state department of education’s (SDE) decision to contract a consultant to “turnaround” schools, per a logic of outsourcing for external expertise. Our ethnographically informed case study explores whose knowledge had the most worth in diagnosing areas for improvement and identifies this case as part of a trend to rent competencies, under a neoliberal guise of efficiency, but at the expense of system capacity or learning.

California is experiencing a massive teacher shortage, and urban schools are disproportionately affected by it negatively. Retention efforts to date have not included strategies to address Compassion Fatigue (burnout and secondary trauma) teachers experience when working with traumatized students at urban schools. This dissertation explores whether Compassion Fatigue is an unaddressed reason for teacher attrition at urban schools. A mixed method practical action research approach using the Professional Quality of Life Scale Version Five (ProQOL 5) and qualitative interviews, portions of which were turned into illustrative vignettes drove the exploration. School Desegregation And Federal Inducement: Lessons From The Emergency School Aid Act Of 1972, Emily Hodge

This study uses the example of the Emergency School Aid Act of 1972, a federal desegregation incentive program, to discuss the benefits and challenges of equity-oriented incentives. This study applies theories of policy instruments and the social construction of target populations to congressional records, archival program materials, and other historical sources to trace the origin and evolution of the incentives and mandates built into the Emergency School Aid Act. The study ultimately concludes that the program’s combination of a financial incentive with rigorous oversight offers lessons for how to incorporate equity-oriented incentives into current education policy.

Enrollment in school choice programs is growing, so is overall support for school choice. Many have analyzed what demographic characteristics impact attitudes towards school choice. This paper adds to the literature by exploring the interaction between personal decisions regarding school choice and broader support for school choice programs. Focus groups were conducted in St. Louis and Kansas City with 35 parents of school age children. Participant responses indicate that school choice programs illicit mixed emotions from parents. Most participants personally support school choice and exercise choice themselves by sending their children to magnet, charter, or private schools. At the same …

This study examined teachers’ and administrators’ perceptions of education reforms, focusing on a state legislated education bill that altered teacher evaluations. A mixed-method design, including an electronic survey, was used to gather perceptions of Colorado Senate Bill 10-191: Great Teachers and Leaders Act from teachers and administrators in the Rockies School District (RSD), as well as these two groups’ general perceptions of teacher evaluations, education reforms, and change. Results revealed that teachers collectively hold similar views of education reforms, as do administrators; however, how each group perceives these elements of education policy and reform differs significantly.
