The purpose of this case study was to examine how a high school’s Junior Reserve Officer Training Corps (JROTC) program affects student development of their personal responsibility and a sense of accomplishment by fusing the perspectives of the school administrators, JROTC instructors, and school guidance counselors for a more holistic view. The theories guiding this study are Abraham Maslow’s theory of motivation and Albert Bandura’s theory of self-efficacy, which relate to secondary student development for cadets in the JROTC program. This phenomenological study explored the experiences, perceptions, and motivations of Black male high school teachers who have chosen to remain in the high school classrooms. By focusing on factors that drove their commitment to the teaching profession, this study aimed to identify key elements that influenced their longevity in the classroom. The study employed a purposive sampling method and collected data through semi-structures interviews using Zoom, a focus group, and survey results from participants across the southern region of the United States. During and after the Covid-19 pandemic, a high turnover rate of PreK-12 special education teachers continues to persist. To ensure all students with disabilities receive equitable access to a special education teacher, turnover intentions among private school teachers require further insight due to a long-standing gap in research. Understanding the motivation behind school board members' governance is crucial for ensuring the effectiveness of public schools. This research aims to analyze the motivations of five newly elected board members and compare them with past research on governance and motivation. The leadership qualities of school superintendents also impact governance and can influence board members' motivations for running and serving their communities. Similarly, board members' motivations can affect how superintendents lead their districts and prioritize different topics. The research is divided into three papers.
