This study aims to evaluate the impact of the Covid-19 pandemic on students in the school setting and identify necessary adaptations needed, particularly through a tiered system of support. The research aims for two primary objectives by employing a constructivist framework utilizing mixed methods for data collection. Firstly, it aims to provide districts with a foundation for understanding the social-emotional and academic consequences of the pandemic on students. The purpose of this study was to investigate the behavioral training programs/frameworks and Professional Development (PD) delivery methods that certified staff - including teachers, speech-language pathologists, school psychologists, occupational therapists, and teachers on special assignment - as well as administrators, believe to be necessary to address the academic, social, emotional, and behavioral needs of students exhibiting challenging behaviors. This national study used survey methods to explore the views of US K-12 public school educators on the PD needed to support student behavior effectively. Research indicates that punitive school discipline practices are ineffective and continue to marginalize students of color and students with disabilities. Historical and societal conceptions of punishment offer insight as to why these punitive practices persist. The legacies of school discipline and how teachers understand the role of punishment have implications for which behavior management strategies are employed in the classroom. This study examined the relationship between teacher perceptions of the effectiveness and use of behavior management strategies, their opinions of the utility of punishment, and their understanding of the outcomes of punishment. The purpose of this transcendental phenomenology was to understand educators’ perceptions of the impact of multi-tiered systems of support (MTSS) interventions on students’ academic achievement and disruptive behavior, as well as their perceptions of barriers that may undermine the impact of these interventions. Despite the implementation of multi-tiered systems of support (MTSS) and interventions known as response to intervention (RtI) and positive behavioral interventions and supports (PBIS), students at the study site schools, a Title I elementary school and Title I high school in rural North Carolina, continued to demonstrate academic underachievement and behavioral problems.
