Although chronic absenteeism has been an enduring concern in PK-12 schools, it has doubled since the onset of the COVID-19 pandemic. To explore strategies for addressing this issue, this MERC research and policy brief answers five questions: 1) What are trends in chronic absenteeism pre and post-pandemic?, 2) What factors contribute to chronic absenteeism and which student groups are particularly vulnerable? 3) What are the connections between chronic absenteeism and other student outcomes? 4) What strategies are effective in reducing chronic absenteeism?, and 5) What are policies at the state and school board level intended to help address chronic absenteeism? …

The recent worldwide pandemic impacted educational systems on a global scale, forcing school leaders to reimagine educational structures as they faced the ongoing wounding of the unprecedented, shared trauma wrought by COVID-19. Mandated U.S. school closures in March of 2020 forced an immediate transition to distance learning and presented unforeseen academic and social challenges for students, educators, parents, and school leaders. Determinants Of Ethnic Differences In School Modality Choices During The Covid-19 Crisis, Andrew Camp, Gema Zamarro

A growing body of research and popular reporting shows racial differences in school modality choices during the COVID-19 crisis, with white students more likely to attend school in person. This in-person learning gap raises serious equity concerns. We use unique panel survey data to explore possible explanations. We find that a combination of factors may explain these differences. School districts’ offerings, political partisanship, and local COVID-19 outbreaks are all meaningfully associated with and plausibly explain the in-person learning racial gap. Our essay examines the challenges and opportunities for the New York City Universal Pre-K program in Catholic Schools. We review the impact of the program before and during the Covid-19 pandemic. These Pre-K programs have brought much needed revenue for Catholic Schools and provide a pipeline for prospective Catholic K-12 school students. Specifically, we discuss the school choice context in New York City with attention to the Catholic school sector and how Universal Pre-K fits into it. We then make recommendations on how the Archdiocese of New York and the Diocese of Brooklyn can utilize their resources, maintain enrollment, and …
