Many colleges and universities have adopted core competencies during the last two decades. Their adoption reflects larger national trends in outcomes assessment, teaching and learning, and regional accreditation. Faculty at LaGuardia Community College sought model assignments with reflections on their design that speak to the college’s core competencies— integrative learning, inquiry and problem-solving, and global learning—and the communication abilities that students use to express them—written, oral, and digital communication abilities. In response, the college’s assessment leaders looked to the assignment library created by the National Institute for Learning Outcomes Assessment (NILOA) for inspiration. This paper describes the design and deployment of a mobile cloud network that facilitates open educational resource content distribution. The setup utilized clustered single board computers as content, communication and monitoring servers. It was installed in a Public High School where stakeholders, using their mobile devices, were given access to preloaded content via wireless local area network. Initial tests of the mobile cloud showed good network performance. Teachers were randomly selected to evaluate the content validity and delivery of the OER content. To students and families already struggling to afford college tuition and fees, spending an additional $1,240 per year on books and supplies can be a breaking point. This cost constitutes as much as 39% of tuition and fees at a community college and 14% of tuition and fees at a four- year public institution (data obtained from the 2019-20 College Board survey for full-time undergraduate students). This selective literature review evaluates open educational resources (OER) efficacy studies through the lens of critical pedagogy. OER have radical potential as transformative tools for critical pedagogy or they can serve as a cost-free version of the status quo, inclined toward propagating austerity. This review analyzes studies published since 2008 with regard to cost, access, pedagogy, commercialization, and labor. These criteria are used to make explicit subjects indirectly addressed, if not ignored completely, in the existing literature. Open Educational Resources (OER) are becoming a significant, mission-driven trend within educational literature. To help address rising costs, instructors and designers are looking to OER to effectively replace traditional instructional content, which requires more than just identify and replace. Drawing from 51 OER studies conducted in countries across the five continents, this systematic literature review explored the empirical themes evident in the current research on a global scale. High quality Career and Technical Education (CTE) teachers are necessary in order to prepare students to fill the gap in the nation’s technical workforce. Technical skills taught by high school CTE teachers assist students as they continue their education in post-secondary technical schools. Does Audience Matter? Comparing Teachers' And Non-Teachers' Application And Perception Of Quality Rubrics For Evaluating Open Educational Resources, Min Yuan, Mimi Recker

While many rubrics have been developed to guide people in evaluating the quality of Open Educational Resources (OER), few studies have empirically investigated how different people apply and perceive such rubrics. This study examines how participants (22 teachers and 22 non-teachers) applied three quality rubrics (comprised of a total of 17 quality indicators) to evaluate 20 OER, and how they perceived the utility of these rubrics. Results showed that both teachers and non-teachers found some indicators more difficult to apply, and displayed different response styles on different indicators. In addition, teachers gave higher overall ratings to OER, but non-teachers' ratings …

Sacred Heart University’s Open Educational Resources (OER) Task Force, an entity composed of the Office of the Provost, the Office of Digital Learning (ODL), Sacred Heart University Library, and faculty from across campus, has worked for the past two years to integrate OER into the educational culture of the university. To accomplish this we’ve employed a process that focuses on building awareness, identifying campus units for building strategic partnerships, assisting faculty in locating relevant resources, and, through pilot programs, onboarding OER into courses for trial.

This article reports findings from a study conducted with students in three sections of a Health Psychology course that replaced a traditional textbook with open educational resources (OER) as the primary course material. The purpose of the study was to learn how OER impacted students. The purpose of this study was to ascertain whether the adoption of Open Educational Resources had a significant effect on student learning outcomes in seven courses taught at seven post-secondary institutions. The use of open educational resources (OER) is increasing in the United States. Initiatives focusing on expanding the use of OER as a replacement for traditional textbooks at the post-secondary level include OpenStax, Project Kaleidoscope, Open Course Library, and others.
