This dissertation examines the intersection of high school principals and college and career readiness initiatives in five high school contexts. Because school principals are responsible for setting the vision in a school, college and career readiness initiatives have the potential to overlap significantly with the principal’s direction of the school. This study examined the phenomenon of the difference between high-poverty, low-performing schools and high-poverty, high-performing (H-P/L-P & H-P/H-P schools through the metaphorical lens of Kelling and Wilson's 1982 Criminal Justice Broken Windows Theory. The Broken Windows Theory describes the norm-setting and beckoning effect of urban disorder and vandalism on additional crime. Previous research found that H-P/H-P schools had a collaborative school culture. This research used elements of school culture as metaphorical broken windows. The study employed a cross-sectional phenomenology mixed methods design to examine school performance scores, school routines and school culture. The purpose of this study was to examine the perception of teachers using a systems approach in two rural schools in a district in North Carolina using a qualitative approach. In this district, a systems approach is also referred to as Continuous Classroom Improvement (CCI). The theoretical framework within which the study was grounded revolved around three constructs. This study examined the impact of school type and school structure on perceived school climate and student achievement, for middle grades students in a large urban school district. The specific school types examined were charter schools, transformational schools, and traditional schools. For school structure, the grade configurations of K-8, 6-8, and 6-12 were examined. The total sample number for the first data set, the climate survey, was 12,258 students, and for the second data set, test scores, it was 17,472, and a total of 103 schools.

Research indicates that school climate is best understood through a combination of variables. The first set of variables includes physical climate, culture and organization, culture, group-relationships and psychological (individual) attitudes. The second set has many subsets of variables that also contribute to the climate of each individual school. These variables are interwoven and overlap to create the climate of a school. The primary purpose of this project was to compile a review of literature on school climate. This project will discuss the impact of school climate on the day-to-day operation of school.
