Abstract

The introduction of district and educator accountability measures based on student assessment scores has created a move away from developmentally, culturally, and linguistically appropriate practice (Bauml, 2016; Cramer et al., 2018; Frede &Ackerman, 2007; Gullo & Hughes, 2011; Miller & Almon, 2009; NAEYC, 2020; Rushton & Juola-Rushton, 2008). A combination of qualitative, quantitative, mixed-method studies and guidelines from the National Association for the Education of Young Children [NAEYC] (2020) demonstrated a need for developmentally appropriate practices when assessing students. Assessment of practical tasks, as opposed to that of theoretical tasks, has been considered to be problematic, mainly because it is usually resource intensive and the scoring is subjective. Most practical tasks need to be assessed on site or involve products that need to be collected, stored, or transported. Moreover, because practical tasks are generally open-ended, and therefore subjective, there is concern over the reliability of the scores. In the last two decades, ignoring the bulk of educational research findings, policymakers shaped educational policy into a standardized testing movement that now dominates education. Now, to comply with No Child Left Behind, teachers and administrators shape curriculum in a way that maximizes student achievement measured by these tests.
