Micro-credentialing is rapidly growing globally as learning that is both life-long and life-wide and this has only accelerated due to COVID-19. To understand what this means for higher education, The Australasian Council on Open, Distance and eLearning has conducted two surveys on the implementation and practice of micro-credentialing in the Australasian sector. With the surveys conducted a year apart, before and after the pandemic, significant changes are noted in the delivery of learning. There have been a plethora of research reports providing information about the achievements of students in Australian schools and how those achievements differ among jurisdictions and among groups of students. However, each report has often been viewed in isolation from other similar studies. This report is intended to provide an integrated appraisal of the results of the international and national achievement surveys conducted since 1994 but with some references to earlier studies. (First paragraph) Prior to the third generation of distance education that is described as telelearning (Taylor 1995) or teleconferencing (Moore and Kearsley 1996), there were few questions about the ownership of a faculty member’s intellectual property. It was extremely rare for an institution to claim ownership of a professor’s class materials whether lecture notes, flip charts, overhead transparencies, audio and video recording, monographs, handouts or tests. With the advent of Internet-based distance education delivery systems including 2-way audio and video as well as online courses, the issue of intellectual property ownership has grown complex.
