This report aims to establish a strong evidence base for planning a validation study of professional standards for teachers. It presents findings from a rapid "snapshot" review of relevant research literature, to identify previous examples of validation studies, and extract lessons from these about worthwhile methods and considerations in research design. This review was originally conducted to inform the design of a validation study of the draft Myanmar Teacher Competency Standards Framework, but may also have wider relevance to other education systems pursuing similar standards-based reforms. This document reports on a project designed to develop an assessment collaboration between medical schools in both Australia and the United Kingdom. The project was funded by the Office for Learning and Teaching (OLT), utilising surplus funding from a broader assessment collaboration project – the Australian Medical Assessment Collaboration (OLT ID12-2482). The Global Health Assessment Collaboration (GHAC) involved five universities in Australia and the United Kingdom (UK). It developed an assessment framework and item specifications, undertook assessment item drafting workshops, built in a process of review and resulted in the development of a focused suite of assessment items. Although the importance of validity has long been accepted among quantitative researchers, this concept has been an issue of contention among qualitative researchers. Thus, the first purpose of the present paper is to introduce the Qualitative Legitimation Model, which attempts to integrate many of the types of validity identified by qualitative researchers. The second purpose of this article is to describe 24 methods for assessing the truth value of qualitative research. Utilizing and documenting such techniques should prevent validity and qualitative research from being seen as an oxymoron.

In recent years, some Australian schools and universities have been moving away from traditional modes of teacher education in which pre-service teachers typically undertake their practicums in ‘blocks’ of about four weeks a couple of times a year, to newer models in which they become attached to a school, spending at least two days a week there, undertaking extra-curricular duties and participating in a variety of activities so that they become more like a teacher who actually works in that school than a visitor. In my presentation to this year’s Research Conference I will be taking as my starting point the proposition that a fundamental purpose of schooling is to provide every student with knowledge and skills to equip them for life beyond school. While acknowledging that schooling has broader purposes, I will argue that there are some fundamental understandings and skills that all students should develop during their school years, and that every student should be expected to demonstrate an acceptable level of these skills and understandings by the time they leave school.

What happens when educators rather than policymakers initiate a program to define and maintain professional teaching standards from the ground up? It is possible to trace the current Draft National Professional Standards for Teachers back to 2003, when Australia's Ministers for Education endorsed the National Framework for Professional Standards for Teaching. They can be traced even further back, though, to the Control of Entry campaign of the 1960s and '70s. In 1969 fewer than 40 per cent of secondary teachers in Victorian government schools held a university degree and the figure for teachers with both a degree and teacher training …

Teacher learning includes not only activities such as conferences and workshops, but also includes participation in many formal and informal learning activities. Recent research has focused, amongst other things, on characteristics of successful professional learning, and on the connections between teachers' professional learning and improvements in student learning. This research has the potential to assist teachers and schools in selecting and planning for professional learning, so that it will maximise the benefits for participants.
