The National Civics and Citizenship Sample Assessment was conducted in October 2004 with 10,712 Year 6 students from 318 schools and 9,536 Year 10 students from 249 schools. At both year levels, a sample of schools was selected with a probability proportional to size and then a sample of up to two classrooms was selected at random from those schools. The sample design and procedures, the high response rates (more than 90 percent) and the low levels of exclusions ensured that there was very little bias in the sample. Explaining Socioeconomic Inequalities In Student Achievement : The Role Of Home And School Factors, Gary Marks, John Cresswell, John Ainley

This paper examines the extent that material, social, and cultural resources and schools account for the relationship between socioeconomic background and student achievement among 15-year-olds in 30 countries. Generally, cultural factors play a more important role in most countries although in a small minority of countries, material resources have a substantial impact. Most often, social resources have little impact. In many countries, educational differentiation - that is, school tracks and school types, and curriculum tracking within schools - mediates the relationship between socioeconomic background and student achievement. Countries with highly tracked systems tend to show stronger relationships. On average, over …

The ACER Longitudinal Literacy and Numeracy Study (LLANS) was designed to follow the growth in literacy and numeracy of a single cohort of students across the years of primary school. A sample of 1000 students in 100 schools formed the cohort for the study, which commenced in 1999. A linked set of literacy assessment tasks focused on key aspects of literacy was developed for the LLANS. Assessment data collected across the years of primary school provided information needed to construct a long LLANS literacy scale covering the full range of proficiency. The authors note that teaching is almost alone among the professions in not having profession developed, profession wide standards and a related system of professional learning and certification to assist teachers to attain those standards. The authors argue the case for a standards guided professional learning system (SGPLS) designed to help teachers learn and grow and provide public assurances of the quality of work of those teachers who are able to meet the standards, assist in the development of career paths for teachers and teacher leaders that are based on the demonstration of excellent teaching. For more than three decades educators and policy makers in Australia have been interested in the development of professional standards for teachers. In recent years teacher associations in Australia have been developing their own standards to gain more influence over quality assurance in their profession. This paper aims to provide a broad overview of teaching standards and their use. It begins with an explanation of the idea of teaching standards, pointing out that standards are both statements about what is valued and tools for measurement. Multilevel regression models are now well established and widely applied in analyses of hierarchical data – typically to account for variation in only one univariate response variable at level 1. However, many substantive research questions call for more complex models. For the analyses of hierarchical data with multivariate outcomes, multilevel mean and covariance structure modelling in the structural equation modelling framework offers great flexibility and modelling opportunities. This paper describes the basic concepts of two-level mean and covariance structure analysis of hierarchical data, and showcases application examples. In November, 2005 a landmark government report entitled the National Review of School Music Education was released. The report found that there was a great variability in the quality of music education in schools. It was acknowledged that although there are some excellent music programs in schools, there is 'cycles of neglect and inequity' and greater support is required for teachers and the subject itself. The report acknowledged the influence of recent curriculum developments in Australia including integrating the arts into one subject. The Commonwealth Department of Education, Science and Training on May 2005 commissioned the Australian Council for Educational Research to investigate and report on models and implementation arrangements for an Australian Certificate of Education. There are ten different certificates currently available across the six states and two territories of Australia that provide a senior secondary school qualification. The first recommendation made by the Review is for national agreement on what should be taught in each school system. This research examined students' responses to mathematics problem- solving tasks and applied a general multidimensional IRT model at the response category level. In doing so, cognitive processes were identified and modelled through item response modelling to extract more information than would be provided using conventional practices in scoring items. More specifically, the study consisted of two parts. The first part involved the development of a mathematics problem-solving framework that was theoretically grounded, drawing upon research in mathematics education and cognitive psychology. The author asserts that making connections with the real world is the best way to engage most students in the middle years of schooling and to potentially provide a mechanism for making mathematics interesting, fun and personally satisfying. Traditionally, in secondary school mathematics classrooms, teachers start by teaching the abstract mathematics skills and processes and then they find some possible applications afterwards. The author believes this should be the other way around.

The DePaul University IMSP was designed as a longitudinal cohort program. Two cohorts of up to 25 teachers each will be supported. The second cohort is offset by one calendar year. Each teacher will complete a sequence of 12 university graduate-level courses (48 quarter hours), over two and one-half years, leading to a Masters of Science in Science Education (MSSE) degree. Thus, all successful participants will meet or exceed requirements of the designation “highly qualified” as described in the MSSE proposal quoted here.
