This chapter describes a current project conducted in Victoria, Australia, to engender within-school improvements in teaching, learning and student achievement via the provision of performance feedback data from the Year 12 Victorian Certificate of Education (VCE) assessment program. With a key focus on improvement, the purpose of the VCE Data Project aims to assist schools to monitor the effectiveness of their within-school teaching and learning programs for students on up to 53 subjects in a given year, and over time. PISA seeks to report outcomes in terms of proficiency scales that are based on scientific theory and that are interpretable in policy terms. There are two further considerations for the development of the scales and levels: 1. PISA must provide a single score for each country for each of the three domains. It is also recognised that multiple scales might be useful for certain purposes, and the development of these has been considered alongside the need for a single scale. 2.
