An analysis of traditional authoritarian preservice teacher development approaches in Pakistan demonstrates that they develop teachers as technicians who carbon copy the same authoritarian training model in their classrooms. The more contemporary approaches to teacher education with leadership development focus are mostly limited to in-service teacher education programs. The key dilemma with in-service education is that once the teachers have received higher qualification they tend to move out of the classrooms to assume management positions. This paper focuses on the process of collaborative action research (CAR) as an approach to teacher empowerment, and on issues and questions that emerged as a result of experience with CAR in Pakistan. This is part of a cross-national five year CAR project in selected schools in Pakistan, Rwanda and South Africa, Implementing curriculum change for reducing poverty and improving gender equity, which is studying the process of implementation of curriculum change in science and mathematics classrooms in disadvantaged settings, so that understandings of, and approaches to, poverty alleviation may be developed. This paper presents our findings from a research initiated to support teachers’ continuous development through action research in the rural context of a developing country. The study investigated the experiences of seven teachers and teacher educators from the rural context of Pakistan, who spent nearly six months undertaking action research projects as part of a follow-up strategy for a university based teacher education programme. After the completion of the university-based programme, the participants had gone back to their respective institutes and were expected to initiate action research projects in order to implement new knowledge/learning. This study explores five field education officers’ (FEOs) understanding of their dual roles as educational reformers and community developers in the rural, mountainous district of Chitral, Pakistan. In particular, it examines their specific actions and methods (strategies) and their underlying assumptions and core values (orientations) of change. These FEOs work as change agents in schools and in the local communities where schools have been established by the Aga Khan Education Service, Pakistan (AKES,P). This qualitative study examines and develops an in-depth understanding of two beginning teachers’ professional socializations in post-Soviet Kyrgyzstan. The study is a historical and descriptive account that provides insights into the impact of socio-political upheaval on the lives of two beginning teachers. The study focuses on the challenges the teachers faced in their initial stages of work and on how they addressed these. In this paper, the author argues for the professional development of teachers to be based upon systematic action research undertaken as a collegial activity within the culture of the school. Three case studies of action research, one each from South Asia, East Africa and Central Asia, in which Professional Development Teachers (PDTs) (MEd graduates of AKU-IED) worked with teachers to improve teaching and learning in the classroom, are presented to illustrate the possibilities and challenges of using action research for teacher professional development. So far eight teachers of Aga Khan Education Service, Pakistan (AKES,P), Chitral, have graduated from the AKU-IED and are performing different roles under various capacities. The AKES,P runs 51 schools for girls and provides technical support to more than 30 community-based schools in District Chitral. It has one Regional Education Office and four field offices to facilitate educational activities. Professional Development Teachers (PDTs) play diverse roles such as training officer, education officer, field operations officer, and head teacher and teacher educator. In each of the years 1997, 1998 and 2000 a new cohort of course participants joined the two-year MEd programme at the Aga Khan University’s Institute for Educational Development in Karachi, Pakistan (AKU-IED). Some two years later 87 or 92% of the entrants graduated from the programme and returned to their respective employers or systems.
