The main focus of the Programme for International Student Assessment (PISA) financial literacy assessment is on measuring the proficiency of 15-year-old students in demonstrating and applying the knowledge and skill that they have learned in and out of school. Like other PISA domains, financial literacy is assessed using an instrument designed to provide data that are valid, reliable and interpretable. PISA is an international comparative assessment of student achievement directed by the Organisation for Economic Co-operation and Development (OECD). This paper provides an overview of population definitions for large-scale comparative educational surveys. It has been prepared to help inform the development of a population definition and sampling framework that will be used in the British Council Global English research project. Whenever the results of the Programme for International Student Assessment (PISA) are announced, media headlines are full of reports about rankings, about how many countries Australia is outperformed by and outperforms. In early rounds of PISA, Australia ranked among the top 10 countries across all three education domains assessed. However, over time Australia’s position has declined, rather than improved, and Australia no longer sits in the top 10 of any of the assessed domains. The OECD Programme for International Student Assessment (PISA) is an international comparative survey of 15-year-olds’ knowledge and skills in reading, mathematical and scientific literacy. PISA seeks to measure how well young adults have acquired the knowledge and skills that are required to function as successful members of society. As part of the PISA 2009 survey, students completed an assessment on reading literacy, mathematical literacy and scientific literacy, as well as an extensive background questionnaire. School principals also completed a survey describing the context of education at their school, including the level of resources in the school and qualifications of staff. …
