The Trends in International Mathematics and Science Study (TIMSS) is an international comparative study of student achievement directed by the International Association for the Evaluation of Educational Achievement (IEA). TIMSS was first conducted in 1995 and the assessment conducted in 2019 formed the seventh cycle, providing 24 years of trends in mathematics and science achievement at Year 4 and Year 8. In Australia, TIMSS is managed by the Australian Council for Educational Research (ACER) and is jointly funded by the Australian Government and the state and territory governments. Legislators have implemented an accountability system in an effort to increase school quality for all students. Policymakers assume that rewards and sanctions, based on results from high-stakes testing, can improve student achievement. The accountability system does not consider environmental factors that impact student outcomes. This study examines student, teacher, school and district determinants and their impact on student achievement, school designation, and school ranking. Data was collected from 333 elementary (K-5) schools in 56 public school districts and 18 charter schools in three counties: Macomb, Oakland, and Wayne. In 2012, the Ministry of Education, Afghanistan, engaged the Australian Council for Educational Research (ACER) as a partner to support the development of a national learning assessment program in Afghanistan. To achieve this goal, the Learning Assessment unit of the Ministry of Education and ACER have collaborated to design and implement the Monitoring Trends in Educational Growth (MTEG) program in Afghanistan. In 2002, President Bush signed into law the No Child Left Behind Act, which required all students to be proficient in English and Math by 2014. (Congress, 2002), including all subgroups. Students with disabilities were expected to meet the proficiency criteria along with all other subgroups. NCLB also required schools to report assessment scores to reflect the achievement of students as well as demonstrate all students were meeting, or at least making gains to achieve, proficiency. Accurately assessing student performance helps instructors develop more effective classroom materials to increase proficiency in the target language. In order to facilitate this process in my classroom, I have developed rubrics for Speaking and Listening that are based on ACTFL guidelines, and that can be easily modified to suit the specific needs of any language at all levels from Novice through Distinguished. Thus, these rubrics can be very useful not only for the individual instructor, but also for language departments that wish to use a common rubric for assessing student performance.

This study examined the impact of a private classroom blog implemented as an instructional technology on student writing proficiency in a world language with the focus on formal writing. The nonequivalent control-group, pre-posttest design was used to determine if the use of the private classroom blog in teaching world language formal writing affected student writing proficiency with the specific focus on task completion, comprehensibility, level of discourse, vocabulary, and language control. This study examined the difference between the number of overall students, African-American students, and students with disabilities on a semester 4 x 4 block schedule who were proficient on the North Carolina Biology End-of-Course Test and the number of the same group of students on a traditional 45-50 minute yearlong schedule who were proficient on the NC Biology End-of-Course Test in the state of North Carolina during the 2009-2010 school year. A causal-comparative design was used and three null hypotheses were tested using chi-square analysis. Archival data was used. This study used two different sets of data collected through two distinct means during the 2002-2003 school year. To fulfill the federal accountability requirements related to the distribution of monies known as EdTech (2002), the Tennessee State Department of Education required every school within districts that accepted the formula EdTech funds to complete an online survey called the EdTech Tennessee Online Technology Evaluation or E-TOTE. The E-TOTE survey collected information on a variety of topics related to educational technology including questions about teaching and learning, educators' preparation and development, infrastructure, and equipment counts.
