The number of students with disabilities attending postsecondary institutions of higher education continues to rise. With it, it is necessary to understand better how they experience their institution beyond curricular spaces. Presently, there exists a gap in the knowledge of how these students experience co-curricular support, including assistance with enrollment services through one stops. This study sought to understand the multiple ways in which this population of students experiences the one stop at one of three four-year public research universities in California. For decades, professional organizations and leaders in the field of student affairs have called for student affairs professionals to engage in evidence-informed programming (EIP). EIP refers to the use of theory and empirical research to build programs intended to impact specific student learning or development outcomes. The benefits of EIP range from increasing the likelihood that newly developed programs will “work” to increasing the efficiency of the assessment process and facilitating the use of assessment results for program improvement. This dissertation explores how student housing impacted the college campus of the University of Kentucky in the Progressive Era. Student housing has long been part of the college ideal but lacked full engagement by many administrators. Through three examinations, housing will be shown to have directly influenced the administrative, social, and staffing elements of the college campus. The role student housing played in the interaction of political, rural, and sociological changes on the campus during the time period allows exploration in detail while addressing the changes within those areas of the state as well. Many student affairs departments struggle to contribute to an institution’s evidence base of student learning. In part, this results from student affairs personnel not having adequate training in how to assess learning outside the classroom. This is a particular challenge for small community colleges, in which individual units (e.g., admissions or financial aid) may have only one or two employees. Failure to assess co-curricular learning poses challenges to institutions in meeting accreditation standards, placing them at risk for increased scrutiny and loss of state funding under a performance-based system. Reports from national organizations and student affairs organizations have strongly suggested student affairs professionals engage in ongoing, comprehensive assessment of how their programs affect student learning (ACPA, 1996; ACPA & NASPA, 1997; Keeling, 2004). In terms of assessment and how it should be conducted, scholars have provided clear guidelines for the conduct of such assessment.
