The purpose of this study was to examine the existing barriers to equity in the identification and servicing of gifted students in a small mid-western suburban school district. A mixed method approach guided by constructivist philosophy was used to conduct this research. An inductive Grounded Theory was the methodological approach. When special education eligibility is being determined under Specific Learning Disability, the exclusionary clause needs to be carefully considered. The current study was concerned with the exclusions of cultural factors, environmental or economic disadvantage, and limited English proficiency. The study used a semi-structured interview to explore when and how the exclusionary clause is considered by school psychologists in Virginia and what type of impact it has on eligibility decisions. Vital to the discussion around special education is the topic of identification and de-identification as having a disability that impacts one’s education. Variation in special education enrollment across geographic locations, racial groups, and schooling sectors causes researchers to question the process and incentives involved in identification and de-identification. The studies that comprise this dissertation aim to analyze the effects that educational policies have on special education identification and subsequent enrollment. This study explored issues of identity, identification and the identification (attachment) process of training and development professionals employed in medium to large organizations. This research focused on determining what resources training and development professionals identified with, how these resources were expressed and acted on and finally what challenges or tensions are results of this identification process. The findings of this project illustrate unique identity related resources and challenges specific to the training and development industry; furthermore, this study analyzes these results and presents both theoretical and practical implications.
