Ever since the No Child Left Behind Act of 2001, schools have been in an era of high stakes accountability around test scores, attendance, and climate and culture. This has also ushered in a wave of accountability down to teachers in the form of paperwork, mandates, and a heavy emphasis on reading and math. In Chicago Public Schools, all schools in the district are rated on the School Quality Rating Policy, which utilizes the Northwest Evaluation Association’s Measures of Academic Progress assessment to determine student growth from the spring of one year to the spring of the next. Standardized testing exists as part of public policy to measure the success of students, teachers, and schools. Ushered in by No Child Left Behind during the G.W. Bush era, testing came with labels for schools which opened the conversation as to whether schools were in crisis or failing. Most of the focus in research on standardized tests has centered on whether the tests were biased, if they were overused, and how they affected teaching and learning. The present study identifies reading instructional practices used in upper elementary classrooms during the age of high-stakes test accountability and compares reading practices among schools of varying accreditation status and socio-economic status (SES). The current study partially replicates and extends a study conducted by Baumann, Hoffman, Duffy-Hester, and Ro in 2000. The Baumann et al. (2000) study provides a frame of reference to compare instructional practices prior to high stakes testing with those used in the current high stakes testing environment. Third- through fifth-grade teachers in seven school districts in central Virginia were asked to complete an electronic survey. Descriptive …
