In addition to monitoring the quality of education in national systems, the PISA empirical results provide the necessary evidence base for making changes to both policies and practices in education. In this regards, this chapter presents evidence from two systematic reviews of the impact of large scale assessments including PISA on educational policy. Particular attention is given to the types of assessment programmes undertaken, their goals and uses, the stages of the policy process informed by assessments; and the facilitators of and barriers to the uses of assessment data in the educational policy-making process. Not much is known about the ways in which assessment data have actually been used in education policy to date. Understanding the role of assessments in informing system-level decision-making is a first step towards helping stakeholders improve the design and usefulness of assessments. Moreover, this understanding can help to further discussions about how assessment data can best be used to inform policy and practice and to evaluate the effectiveness of policy reforms. This review examines the evidence from recent experimental design evaluations on the impact of after-school programming on youth context (i.e., student location, supervision, and safety); participation in activities; and behavioral, social and emotional, and academic outcomes. This review focuses on program models that are of particular interest to policymakers—programs that include academic support services—for two main reasons. First, 21st CCLC grantees are expected to incorporate academic support services into their programming, and it is likely that a large percentage of after-school programs are now funded with 21st CCLC grants.
