Positive Behavior Intervention and Support (PBIS) is a school-wide initiative implemented in many schools across the United States as an approach for addressing discipline concerns and promoting a positive school climate. This study used a phenomenological design to examine the school climate perceptions of 13 staff member from three secondary schools from two school districts in the southeastern region of North Carolina that were implementing PBIS with fidelity. Despite gains in expanding the student pipeline to postsecondary education, first-generation and low-income (FGLI) students complete college at disproportionately lower rates and have limited access to the resources necessary to make informed decisions about higher education. Research has shown that FGLI students are less likely to apply to college after completing high school, and when they do, they often enroll in institutions that are less selective than they were academically qualified to attend. Moreover, although access to higher education has expanded, the increased concentration of students at community colleges has not led to increases in earned credentials.

This study followed a phenomenological qualitative approach to understand the complexity surrounding the experiences of the elementary school principals, build understanding around how they describe their daily life of school, and how they lead transformational change and build school culture. I sought to understand the associated skills, knowledge, and behaviors that elementary school principals employed and how the relational and collegial theories of transformational, instructional, and servant leadership were applied by elementary principals in leading transformational change and building school culture. While the literature is replete with studies of the factors contributing to the failure and social deviance of African American males, few qualitative studies have been conducted to determine the factors that support the success of African American males, and virtually none have focused on the transition of African American males from out-of-home care to postsecondary educational institutions. Despite the challenges faced preceding and during out-of-home care, African American males can transition to postsecondary educational institutions.
