Leadership Opportunities In Education For Individuals With Disabilities, Sean Daniel Kinder

This study examines the perceptions of individuals with disabilities concerning employment opportunities as administrative leaders in public school contexts. A discussion of the Americans with Disabilities Act of 1990, as well as the definition of what is considered a legal disability, as provided in Section 504 of the Rehabilitation Act of 1973. Additionally, this piece explains Critical Disability Theory as a theoretical lens that provides perspective and highlights the methods used in the data collection process. It reports preliminary findings and concludes with a discussion of why this educational issue is of significance.

The No Child Left Behind Act of 2001 (NCLB) brought high-stakes accountability testing into every American public school with the goal of 100 percent proficiency for all students. Making annual yearly progress (AYP) toward this proficiency goal for the total student population as well as at-risk subgroups was required in order for schools to avoid possible sanctions, such as school restructuring. In implementing NCLB, states had flexibility to determine the minimum size of these subgroups as to provide statistical reliability and accountability for as many schools as possible. People with intellectual disabilities (ID) struggle with social interactions that are vital to the development of a high quality of life. Although evidence exists to support the use of technology as cognitive aids for youth with ID, little exists on the use of common hand-held devices for social support. The use of such devices has the potential to level the playing field in adult social roles, helping people with ID make and keep relationships. Students with disabilities are a rapidly growing, yet historically underrepresented population in postsecondary education. Historically underrepresented groups share a common experience: all faced unwelcoming environments when initially entering higher education (Hall & Belch, 2000). Ableism (the oppression of people with disabilities) plays a powerful role in shaping the way student with and without disabilities experience the educational environments, because “[b]y assuming one normative way to do things (move, speak, learn, and so forth), society privileges those who carry out these functions as prescribed and oppresses those who use other methods” (Evans, Forney, Guido, Patton & Renn, 2010, p. 242).
