The purpose of this study is to seek best practices for Manifestation Determination Review (MDR) meetings with regards to Speech Language Pathologist (SLP) participation, how frequently expressive and receptive language of the student are considered throughout the process, and the degree to which MDR teams follow best practice recommendations. Given the vague federal guidelines regarding the MDR process, SLPs are not consistently invited to MDR meetings and expressive and receptive language of the student being disciplined are not consistently considered in the manifestation determination meetings and process (Fisher et al., 2021; Knudsen & Bethune, 2018). Eight disabled white women disability services directors shared their experiences working in disability services in higher education. The ten principles of disability justice provided the framework for this interpretative phenomenological analysis. Individual interviews were used to gain an understanding of the lived experiences of the participants with specific focus on disability identity of the professionals working in disability services and how their identities inform their campus experiences, along with how their intersectional identities inform their disability identity. Black women graduate students with dis/abilities; those identifying as neurodivergent are scarce in contemporary research. Throughout widespread disability studies, research, and the research on neurodiversity, this lack is consistent regarding minoritized race and gender groupings (Matthews, 2019; Strong et al., 2020). Larger neurodivergent, ADHD, and Autism conversations tend to skew toward White boys and men (Travers, 2018). Special education has been part of public education for 46 years and has evolved considerably in that time. Despite improvements made in special education law, there remains a disconnect between law and current practices. Several studies suggest this disconnect is associated with administrators’ insufficient preparation for supporting special education in their schools.

This dissertation contributes to education equity scholarship produced by academics seeking to develop understandings of disability, Persons with Disabilities (PWD), and how both are situated amongst faculty in institutions of higher education. As such, this dissertation centers on a study of public US universities belonging to the Association of American Universities (AAU). This study looks for institutional level associations between respective rates by which college and university faculty with disabilities (FWD) are employed, certain aspects of disability policy drawn from each institution’s 2020 Affirmative Action Plans (AAP), and various other instances of empirical disability data (EDD).

Federal law states that any student suspected of having a disability must meet initial eligibility requirements to qualify for special education services. Furthermore, an individual education program (IEP) team is required by federal law to re-evaluate each student with a qualified disability tri-annually to assess his or her ongoing need for such services. The pathway toward initial eligibility is explicitly outlined within federal legislation; however, the law does not explicate an avenue for declassification or exiting from special education. This study examines enacted legislation of the 50 United States throughout an 11-year period of students with disabilities in higher education. Racialization of disability and representation in states’ legislation is examined. This exploratory qualitative study was designed to examine the perspectives of secondary general education teachers’ involvement within the transition for all youth, including youth with disabilities. Youth with disabilities continue to find less success than peers without disabilities during postsecondary life. Research has examined special education teachers and transition professionals’ roles within the transition process, but limited research has been conducted relating to general education teachers’ roles. Qualitative data obtained through semi-structured interviews indicate the opportunity for more substantive involvement in transition planning for all students, including those with disabilities. Research shows that adolescents with disabilities often lack self-regulated learning skills. Current research further indicates that explicit teaching of self-regulation skills is beneficial to adolescents with disabilities. The site of this study was a local middle school in rural Georgia that did not assess whether or not teachers were explicitly teaching self-regulation skills to adolescents with disabilities. It was unknown, therefore, whether adolescents with disabilities were learning self-regulation skills in school and whether teachers faced problems in teaching these skills.
