Across the United States in almost every city, every suburb, and every rural area there is a gap between the achievements of Black and White students. The term “achievement gap” has become an accepted label in situations where Black students severely underperform relative to their White counterparts. Many school districts have discretely avoided discussing and or addressing the gap for decades. My experience as a New York City public school student was absolutely electrifying, though filled with many trials. While my mother would have preferred to put me in private school, having access to some of the world’s greatest institutions and resources offered unique opportunities and exposures. The performing arts provided me with an outlet to express myself and build skills and confidence. In particular, dance education kept me occupied and disciplined in a large city full of danger. ABSTRACT

This cross-case study of building and district administrators was designed to describe and explain the experience of elementary school administrators implementing a Problem-Solving Team (PST), the core feature of a Multi-Tiered System of Supports (MTSS) framework.

The Multi-Tiered System of Support Problem-Solving Team (MTSS-PST) organizes the review of student learning data to identify problems, apply solutions, and evaluate progress towards grade level learning outcomes (Cook, Burns, Browning-Wright, & Gresham, 2010; Eagle et al., 2015; Gamm et al., 2012; Tilly, 2008).
