School Administrators’ Perceptions Of The James Stronge Teacher Evaluation System, Jean Schoenlank

This qualitative study examined school administrators’ perceptions of the James Stronge teacher evaluation system, one of five approved evaluation systems by the New Jersey Department of Education from the Teacher Effectiveness and Accountability for the Children of New Jersey Act (TEACHNJ) in 2012. Fourteen administrators from a suburban district were interviewed to examine their views of the Stronge model’s influence on teachers’ instructional practice, the accuracy of the ratings found from using this model, and its influence on their instructional leadership.

Re-visualizing care: Teachers’ invisible labor in neoliberal times takes up the topic of teacher evaluation in a moment of moral panic about “bad teachers,” public controversy over Value- Added Measures (VAM) of teacher work, and the widespread implementation of new assessment policies under Race to the Top (RTTT). The purpose of this study was to explore teachers’ perceptions of the evaluation system currently used in their district. This study was guided by the following research question: How do teachers perceive the teacher evaluation process in a Midwestern Teacher and student Advancement Program (TAP) school? The theoretical foundations used in this study were Maslow’s hierarchy of needs theory and Kirkpatrick’s four levels of evaluating training programs. The focus of this study was to measure elementary, middle, and high school administrators’ beliefs regarding the appropriateness of the Mississippi Statewide Teacher Appraisal Rubric domains, as well as their perceptions regarding the Mississippi Statewide Teacher Appraisal Rubric’s overall alignment with the Interstate School Leaders Licensure Consortium standards. This was a quantitative study that investigated whether a statistically significant difference existed between administrators’ beliefs regarding the appropriateness based on their grade level assignment. This dissertation focused on studying ways in which a mandated professional development policy influenced teachers’ professional learning within a special education school and within a single collaborative teacher team. The study explored Advance, the teacher evaluation system introduced by the NYCDOE to support teaching and learning. An emphasis of the research was utilizing video as a professional learning tool to gather specific evidence in conjunction with the Danielson Framework for Teaching to support teachers of students with disabilities.
