Superintendent turnover has been rampant in the public school district in Guam, an unincorporated United States territory; there have been 18 superintendents since the 1981. This qualitative study aimed to identify and analyze potential factors affecting the superintendency in Guam. Social systems theory proposes a number of factors about the dynamics that define the relationship between an individual and a social system to help us understand the behavior of the individual within an organization. The role of school superintendents is varied and complex. Further complicating this role is the issue of frequent superintendent turnover. While there is ample research addressing the links between superintendents and student achievement, superintendents’ relationships with school boards and the shortage of qualified superintendents across the country due to high turnover rates, there is little research focusing specifically on superintendent turnover’s influence on the culture of a district.

The School Superintendent Mentoring Program was established in 2011 in Arkansas to provide essential training and support to enhance the new superintendents’ potential for success during their first year as school district leaders. This research study utilized a qualitative research approach in which an open-ended survey instrument was used to gather data. The Theory of Context Leadership served as the theoretical framework for this study. Agent Of Social Capital: An Autoethnographic Study Of A First Time Superintendent, Juan I. Martinez

This autoethnography analyzes how my experiences growing up on the Mexico-United States border influenced my superintendency. My particular focus was on my role as an agent of social capital for all students, including low-socioeconomic, at-risk and minority students. Collectively, over fifty percent of school-aged children in the United States are now from a minority ethnic group, of which Hispanic/Latino students constitute the vast majority. Research on academically successful minority students suggests that the social capital students receive from institutional agents at school expands opportunities for academic and lifelong success. Quality learning and high student achievement are primary goals of K-12 public school education. Superintendent-School Board teams can have a positive impact on both. The modern school superintendent fulfills a unique role in the American public education system. He or she is structurally empowered as the de facto head of the local educational system, thereby granted with a certain amount of trust and authority regarding educational issues. At the same time, the superintendent is, in most cases, an employee of a politically appointed school board. This construction creates a dynamic wherein the superintendent is both the leader of a highly structured, bureaucratic system, while at the same time an employee of a largely lay, often elected, group of citizens.
