Although public education in the United States has had remarkable growth and improvement since its beginning, significant inadequacies concerning racial equity continue to cast a shadow on the system. Despite desegregation efforts and specific attention to providing integrated school settings there has been little progress in establishing educational justice. The present study consisted of a phenomenological investigation of African American males who have been expelled from traditional educational settings in New Orleans, LA in order to provide educators with information geared towards increasing academic achievement in African American males. It has been noted that one of the reasons that Black males graduation rates are so low is because in addition to other factors that lead to non-completion, black males are more likely to be expelled from school. America is currently at a crossroads regarding race relations. Social and racial inequities have led to disparities in the educational outcomes among Blacks and other groups in this country. These educational disparities, incorrectly defined as an achievement gap, are part of a larger deficit based construct, which continues to deflect attention away from a system of hegemony that has been used to maintain a hierarchy of power and dominance over African Americans. Central to the continuance of this structure is the use of deficit based rhetoric, ideology, and research that continues to perpetuate stereotypes of African American intellectual inferiority.

Historically, identifying solutions to the achievement gap between Black and White students has plagued education. Twenty-first century challenges have emerged to include an achievement gap between Black and Hispanic students in literacy as early as 4th grade. The disparity in test scores, known as the achievement gap, between African American and European American students has persisted despite research and reforms. The purpose of this qualitative case study was to examine what African American community members in a North Carolina school district perceived as the causes of the local achievement gap and what support they believed they could offer to close the gap. The theories of cultural-historical psychology, social cognition, learned helplessness, social disorganization, and the funds of knowledge concept, guided the data collection from the 3 focus groups from the local community.
